They are just pressed on. Not secured by the cap.

Will the to fit on a Hoppe's oil continer ?

It will fit on Hoppe's number 9 lubricating oil huile plastic container 2 1/4 oz. but will not fit on Hoppes 9 powder solvent glass bottle 2 fl oz

Are these luer lock needles on the bottles?

I believe so. The needles thread into the cap on the bottle with about 1/2 turn similar to medical needles. They look like medical sharps needles without the point. The bottles work well and the needle cap seals well so they dont leak laying on it's side. No information or documentation came with the package.
