Is plastic easy to break?

Cheap plastic, very thin, poorly treated edges, easy to damage, waste of money.

Can it be opened safely?

Yes. I keep the key to my locking gas cap in it. Opens and closes as it should.

Can i still just as easily & reliably access the fuse box? i periodically connect new switches, usb &12v jacks and need to pop this panel off and on.

yes you can still access the fuse box, however you'll need one of those plastic tool to pop open this new panel. It fits pretty snug.
