will this fir on a diamondback over drive?

If your bike frame is a 1 1/8 straight steer then you will be fine. I put these forks on my Trek Marlin and love them.

Will this fit a 27.5 by 3.0 tire?

Being a fork for a 29" bike it will fit smaller diameter tires (26" and 27.5") and there appears to be enough clearance for a 3.0 wide tire but I have not tried to mount one nor looked at it with a tape measure.

Do you have the bolt on dropouts?

This fork is designed for the quick release skewer. These are on your older MTB rims.
