Q: Could this be used as a heat break between concrete slab foundation and heating coils for a heated floor? It would be imbedded in mortar.

I don’t believe it can handle any load bearing weight. It is just made of foil with air pockets in between

It does does not appear to have any holes to allow vapor to pass. If doing a radiant barrier, I would recommend a reinforced film type.

Q: Would paint or glue/adhesive diminished functionality?

First I have not tried to paint it . I have used glue and double stick tape and it works. So if you do not flex it it should work. Do not use oil base paint or try it out on a small piece.

Q: what is the tempature rating?

It states it is class 1A fire rated which meets all USA and international fire codes.
