I don't know where the 9" comes in but it's 18 wide and 32 long it really is a good unit.

Can the 24 inch cart be easily assembled and disassembled on site multiple times a week?

Well you can but the cart has few bolts that need to be tight and untight each time is not just attached

Can you replace the castor wheels with pnumatic??? Like for rolling on gravel.

You probably can replace the wheels, albeit the wheels that come with this unit are very good and undoubtedly would work on concrete and outdoor conditions. A Colson caster could replace existing wheels.

What is the actual height of the assembled 30"x16" cart from bottom of wheels to top of top shelf?
