Can the 0.8 fine point refills be used with this pen?

Yes, any Parker G2 style refill will work in this pen. I currently use a Schmidt P900B in mine.

What is the difference between this and the 1953170?

Is this pen, offered by active deal, made in france or somewhere else? all pens labeled "parker" are not made in france - only the ones labeled so.
