Does the gloss base contain Titanium Dioxide?

It does not it has: Ricinus Communis (Castor) Seed Oil, Polyhydroxystearic Acid, Iron Oxide (77499) (77491) (77492) It is gluten free 1/2 fl. oz. of a Lip Liquid contains about 300 drops of color. This is enough to color approximately (15) 3-gram lipsticks. Adding approximately 10% by weight of a texturizing powder such as TKB's Pashmica will increase or boost the color payout.

would this work if im using it for chapstick instead?

Yes but one drop will change the color drastically. Be light handed.

Can you add a couple drops of this color inside your favorite nail polish?

I would not add it to polish. There are specific variants used for polish. You can go on the tkb site or even Amazon to look for a nail polish variant.
