Do they stay in place while driving on and off on a cement garage floor?

No, they did not stay in place for me and my car - GT500. The ramp part is too high. For me, driving on/into them, I was able to finally get into them. But backing out of them was a complete failure. The rear lip is too high. I actually spun the rear tires trying to back out of them. The front tires would not roll out over the rear lip - too high. They slid along the garage floor. As the rear tires spun, the rear kicked out and slammed into the fronts. Simply a very bad design. "FLATSTOPPERS" from Race Ramps - the ramp is not as steep and the rear lip is not as high. They cost s little more, but they work!! Hope my answer helps.

Without measuring, I'd say at least 20" and a little wiggle room. Mine have last 3 years + without any issues and best of all. No flat spots on the tires. A great product.

what's the largest tire this will fit? I have 35x12.5r15 tires on my jeep.

I bought these to fit under my 2007 SL550 Mercedes convertible(RWD) and they slipped out , actually shot out every time I tried to roll onto it. They are hard and slick. You may need to have a rough non skid floor or apply tape under. Yes I think your corvette would fit. I may consider a different brand.
