Do these fit over or under regular glasses? If not, are there any that do?

These glasses can fit over some prescription glasses comfortably, depending on the size of your regular glasses frames. I would recommend the diffraction visor or the diffraction ski goggles for comfortable eyewear with awesome effects that fit well over most prescription glasses :)

How many centimeters wide are these glasses from outside both these glass lenses?
