Do you need an air compressor or does it connect to the gas station pumps?

This is setup to connect to a 1/4" quick (dis)connect fitting.  The QD fittings are what are almost always on the working end of air hoses which have a general purpose.  In other words a shop, garage, etc. where different air tools may often be switched out on the hose end.  Gas station air hoses really have just one intended purpose; to fill tires with air.  Therefore they almost always have a Schrader type inflation tip.  So out of the box, no this will not work at a gas station.

By adding a bit extra to this, you can use it at gas stations.  All you would need to do, is instead of threading in the supplied 1/4" QD male, put in what is called a tank valve.  It will have the threading to attach to the inlet port of this tool, and have a Shrader valve (just like tires have) on it's other end.  Here is one example of one that Amazon has for sale:

Is this a cheap knock off of the jaco flowpro tire inflator gauge? even the product description was copied?

There’s a JACO shown below this one. In neither case do you have a “Tire Inflator.” It’s a gauge. If you plug this thing into your tire thinking you’re going to inflate it, then you better hope you have a AAA membership, because an hour later you’re going to still have a flat tire. Very misleading product name. Amazon should have made it clear that an air compressor is required.

Can you remove the clip on chuck and replace it with a dual head chuck?

Sir I think your asking if you can replace the tire valve chuck. I suppose one can if you unscrew the tire chuck from the fitting and your "dual head" device has matching screw in connection. If not I suppose you could remove the brass clamp on the hose and replace the entire chuck piece as long as your dual device has the appropriate sized nipple and you can crimp clamp it onto the hose.
