Not Peeling well

Bought these to make shirts/do an activity with my students. The letters are not peeling off consistently. Tried doing the iron the amount of time recommended and longer without success.

Only one of each letter per color

The colors are great and they ARE as advertised. I just wanted to come here to comment that there is only one of each letter in each color, which at least for my project, makes them pretty useless
