Where does it need to be mounted on the wall?

It does not need to be mounted on the wall, it is a standing dispenser.

How big is the base? Will it fit in a 7 1/4" space?

The base measured 7 1/8 inches in diameter, so it would be a close fit.

How do you add and remove the other rolls sitting on the stand?

You have to remove the top bar, place some rolls, then put the bar back on. I don't use that part of it. It's a really pretty to holder!

Will this toilet paper holder rust?

It should not rust, I have used their hand towel holder of the same material for three months, and it has not rusted, so I am going to buy this toilet paper holder from them now, it matches the hand towel holder very well!
