Yes, it does on my turntable. I really like this item, it works perfectly.

Will this item help with scratches on the record

I doubt it, I beleive it is designed to hold the LP firmly in place so the revolution speed of the deck is transmiited accurately. I think its a well made product and use it all the time. The way to solve the issue of scratches (depending on how deep they are) is careful adjustment of the tone arm and cleaning of the LP's surface.

Will it works on crosley?

I think it should work on any record player. Anyway this record weight is designed to help with leveling your turntable and improving sound quality.
