Would these be suitable for Under gardening gloves in very cold weather?

They are thin enough to fit under gloves if there is enough room however I am quite disappointed with mine as they just don't seem to give me the heat I thought they would. It is possible combined with different gloves they might give you what you need. I tried mine with my leather motorcycle gloves and they made little difference.

Can these be worn under goal keeper gloves?

Yes, they can be worn under goal keeper's gloves. They would make good lining for the gloves. Highly recommended.
