will these blades cut through a small safe locking bolts

This made me chuckle! Keep your car engine running!They will cut through steel. (I used one disc to cut a metal angle fence post with ease). Bear in mind that you will need to have access to the bolts with your angle grinder.

Can these be used with depressed centre Bosch 115mm grinder?

I take it you mean the centre securing nut, you should be using the flat surface of the nut against the disc to secure, then they work fine.

Any one tried using these to cut perspex sheets approx 5mm thick

Personally I wouldn't recommend it. Cuting wheels generate a lot of heat. This could cause the perspex to melt and bind against the wheel. I wouldn't like to be holding the angle grinder when this happens. Probably best to use a gig or hand saw.

are these blades reinforced?

I'm not sure about being reinforced. But what I can say is they are great value for money. I have only used 1 disc so far and that is still in good order.
