Will this hold a camera such as nikon d7200?

Will a 28mm thick tube(one of those thick boom poles) fit to its fitting mechanism?

Not directly inside the fitting no, but you can get a coated boom pole holder that slots in the knuckle nicely. Very secure.

Has anyone used this on outside shoot? looking for something that can hold up when its a little windy

Yes I have used it outdoors with a 60 cm fill in , it depends what light modifier is used, how far the unit is extended and the weight of the strobe unit . I would say umbrellas are out . It is possible to use sand bags on the legs for added stability.
