is it suitable for letters as a letter opener?

I Would think not, as it cuts at downwards like a tile cutter. The actual blade is very tiny so you would have difficulty inserting it in the envelope edge. I suppose you could cut a narrow strip of the envelope but you would run the risk of cutting the letter inside.

Can it cut through a thin felt sheet

I've only used it for clear plastic on packs of cooked meat. It may cut very thin felt, but a cleaner cut would be with scissors on felt.
