The fuse is rated as SLOW BLOW./Time lag/Delay. All depends what it's for. I used mine to replace a blown amplifier speaker output circuit. I expect it's still fast enough for most applications.

Are these ok for standard 230v appliances? I didn’t realise 250v was a thing.

Do not use these fuses in a standard UK 13 amp plug - they are meant for installing inside delicate pieces of electrical equipment. The rating is 3.1 amp. Voltage can vary coming out of domestic UK supply, so equipment is always rated at for possible surges or drops in voltage.
