Would this be good for using to make a pin cushion?

Yes I think it would. I make stuffed toys with it

is this product inflammatory

I can’t be 100%sure but I didn’t use it for toys. I used it to boost padding in leather cushions.

Is this safety tested for use in childrens toys?

I would guess no as it’s terrible quality

Hi there has anyone used this to fill up flattened sofa seat cushions?

Do you mean the sofa seats or just the cushions ?. Yes you could use it to fill the cushion covers. If for the actual sofa, then I would say no, it wouldn't be firm enough.
