Is the reel supposed to make the ‘hook’ go up and down?

No, the reel makes a clicking sound that reel would make and the magnet catches the characters.

Can you wash this in the dishwasher?

No we recommend washing with warm soapy water only.

Can it be played outside the bath or does it need water to work?

No this toy doesn't need water to work, there is a magnet in the ball at the end of the fishing rod which you use to pick up the items that come with the toy.

Is this bpa- free plastic?

Hi I’m sorry but I sent the item for a Christmas present so didn’t get to look at the information.
