Is this a newly designed set for 2020? Previous reviews (2019) were rather negative regarding quality.

Don't know. However, our 6-year-old grandson has both the Polar Express and: the "Lionel Pennsylvania Flyer Battery-powered Model Train Set Ready to Play w/ Remote," which has the same features and quality, however the latter is more playable because of the flatcar.

Does the little boy have a have a ticket in his hands ? Does it come with one for him ?

No he doesn’t. Honestly this set wasn’t that great. The faces weren’t done too great

Is there any way for these figures to ride on the Lionel Polar Express train?

Not really. these are meant to be on the scenery.
