Is this product safe on matte finish cars?

This product is to clean convertible soft tops, not paint.

Do you have to have separate cleaner for plastic windows?

Yes. Wolfsteins RaggTopp has convertible top plastic window kit which contains a 4oz of Plastic Window Cleaner, 4oz of Plastic Window protectant, round foam applicator, rectangular terry encased foam applicator and microfiber towel. The kit number is 01162. RaggTopp Convertible Top Plastic Window Cleaner and Protectant Kit. Note this kit is only for plastic window convertibles.

How many applications can be expected from this kit?

It really does not matter. It did not work from the very first treatment. We followed the instructions to the letter and the water never beaded off the top. Only good thing about the kit was the scrub brush.
