Is this pvc or pet based vinyl?

These transparent overlay sheets are made of quality vinyl, waterproof and scratch proof, anti sunlight and quick drying, which can serve you for a long period.

Can i cut these with cricut maker?

Cut them down so they cover your stickers but is small enough to fit inside the black registration marks.

Can used in an injet printer or stamped with water base ink or permanent ink?

Idk. I have not printed anything on them. I only use it as an overlay for stickers.
