They are not totally gluten free and yes they do have wheat flour other than buckwheat flour.

it is one package per order and the noodles are individually wrapped for single servings. 8 servings per package. it is roughly 1.6 pounds of noodles.

What is the percentage of wheat flour to buckwheat flour in these noodles?

The package does not give a ratio. It dies however list "wheat flour" first and then "buckwheat flour" I would assume that buckwheat is less than 50%.
