No. This is a one way converter. This video converter cannot be used to convert HDMI to RCA. It can only be used to convert RCA signal to HDMI signal.

I'm only getting a blue screen when i try to use it with my nintendo 64 with my samsung smart tv. yes everything is plugged in right. is it defective?

This will work if you are trying to use your old player on a new TV, utilizing the RCA audio/video outputs of that device and the HDMI input of, say, a new TV. You even have the choice of using 720 or 1050, depending on which looks better, and most TVs have an unused USB port that can be used to power this converter. But you cannot use it in reverse, such as forcing an HDMI signal output to create an audio/video signal. The way your question was worded confused me.
