Does this product hurt your feet to walk on?

The product itself won't harm your feet, but the filler material must be level with or higher than the product, as otherwise, it might pose a tripping hazard.

Does the grid need to be completely expanded before filling with stone? Also, how many anchors come with it?

In some areas I didn't expand the grid all the way. I just fill it in as it was. Mine don't come with anchors

Can I use it for sand instead of gravel?

It would take a lot of sand to fill but dont see why not

Cut using what tools?

I used some heavy duty landscaping hand shears from Home Depot. Cressent Wiss is the brand, and they cost around $10.
