Could I use this to attach sound proofing matt directly to a plaster board wall? Thanks in advance for any help offered

Yes, it's not only a flexible sealant but it's also an adhesive specifically formulated for sealing and bonding plasterboard and other Kraft lined insulation boards.

Is this 100% silicone?

Not like any 100% silicone I have ever used. It is more like a mud but unlike silicone does not cure throughout the bead. It has a cure on the outside crust but has an elastic type slower cure in the middle to allow for acoustic bounce and absorption. I have removed some previous acoustic work and the beading is still tacky on the thicker beads after many months following installation. It does grab however I would not trust it to hold any weighty objects

Can i use on the outside of my shed to seal gaps between wood joints?

No. Sorry it will dissolve and run off in rain.
