Do these hold closed or is a latch of some sort needed?

A latch is needed to securely hold the door closed. They will hold the door(s) open- provided you don't exceed their weight limit - perfectly.

can these be used with 1/2" overlay door hinge?

Yes. They bolt flat to both surfaces.

Will these work on a tilt-out hamper door (where the door tilt down/forward to expose a hamper basket behind the door)?

These are versatile. ,, they should work The instructions are non existent though.

Does a pair only support up to 12kg? The instructions seem to have a weight chart that only shows up to 12kg for the pair.

Don’t know. Works on all cabinet doors in our RV
