It is not water permeable however water can get into device through the edges of the taper or other openings in the device. This tape is to bind two surfaces together but doesn't look like intended for stand alone to convert some tear on surface. You might need to consider plastic tape for outside surface tear cover as this material works best to bind two surfaces together but not as liquid sealant!
