Can you use this before a powder foundation or would it be to sticky for a powder?

It is very sticky, or grippy.. if that's a word. I have only tried with light to medium coverage foundation and concealer, then set it all when in done with a fine powder. But not with a powder alone.

Can this help the appearance of pores???

While results may vary by individual, niacinamide can be helpful in improving the appearance of enlarged pores and the primer evens out skin tone and brightens!

How would I know which one to buy?

It depends on what you're trying to achieve. The e.l.f primer + 4% niacinamide, evens out skin tone and brightens the look of dullness. The other e.l.f power grip primer contains hyaluronic acid, that helps skin retain moisture for a plump complexion.
