Can this bag be dried in the dryer after washing it

Yes, it can. I always wash it as it is my "hamper."

If I put water soaked clothes in it, will the water leak out?

i put my clothes in it when they come out of the washer to take them to laundromat to dry and they are wet, nothing leaks through.

where was this bag mass produced?

I looked at both of mine - inside / outside / along the seems but no tags. Sorry.

I have a folding 4 wheel cart 18.5x15.5x23.5 I haul groceries from my car & haul 2 loads of laundry to the laundry room. Can I use this as a liner?

I use mine as liner in my hamper at work. Works wonderful.
