Has anyone used these successfully in the less than sunny northeast?

Yes Two drawbacks. You have the use silicone caulking on the top where the wires go in; you have to use an pair of pliers to gently twist the bottom cap off the bottom or water builds up in the bottom of the tube. I learned the hard way! P. S. If you have a battery operated leave blower use it on them every time it snows on low speed setting.

Do these have option to remain constantly lit without the meteor affect?

I never got them to work, I tried every thing

What is the distance between the last light and the solar panel?

Haven't measured it,but appears to be about 8 feet.
