Can you use this over a tv? i want to make the tv look like a framed mirror when it is not turned on. would you still get a high quality picture?

Our two-way mirror will permit viewing through one side while functioning as a normal mirror on the other. It will give you reduce picture quality. Is the acrylic clear or tinted? Can I get tinted?

Can a baby monitor see thru the glass? My son recently became afraid of his baby monitor but still needs one at his age. Id like this to hide it.

Not sure.  Mine is hung on the inside of my office window and on the outside of the window is a suction cup attached bird feeder. When I look out at the birds in the feeder it's like looking thru dark sunglasses.  Maybe try setting sunglasses in front of the monitor and checking out how much you see.  
On your son's side it's a mirror; occasionally a bird at the feeder will try to attack his reflection.
