I have used liquid wood in the past but the last time I ordered it, it was very runny. Can this be applied over chalk paint instead?

Absolutely! You can use this as a glaze as well :) Simply paint on and wipe back the excess.

Can I use this over existing varnish to darken a piece?

Yes. Although my suggestion would be for not a piece that gets wear and tear like an eating table.
