Garden swing seat, is it suitable to relace ties on garden swing seat

Two things to consider.

1 How big is the swing seat and how many people will sit on it? How thick are the current supports? You may need more than one strand if only to provide a safety support, if one strand breaks.

2 Make sure you retain the independent swinging mechanism at the pivot point. If the top of the wire is fixed, such that it bends with the swing's movement, it will quickly weaken and break.

It may well be better to get some suitably weight-bearing galvanised chain with welded links. E.G One or more strands of 4mm welded steel chain.

I want to make a set of butterfly wings for a costume. Would this wire be strong enough to holds it's shape under tension?

At 3mm the wire is quite thick and rigid. I'm using mine to support plants and a simple U-loop through a tensioner holds its shape and only needs a single cross twist to be completely secure under tension.  In the end, I suppose it depends on the size of wings you intend to make. I would have thought it should support at least a 2-3ft wing covered in some form of net or lightish material. I would make both wings as a single contiguous unit. You'll probably need to attach them to a piece of wood at the centre so both hold their shape relative to each other
