If your question relates to the software then don't bother ... it's awful, and is not needed for the video grabber to work (Windows 10 will automatically apply the drivers).
Download some proper editing, 'free,' software like OBS or VideoPad. Both of these, amongst others, will capture from USB port that you've plugged your video grabber into. In the case of VideoPad these are saved as .MP4 files.

how do i install the drivers if i can insert the cd on my laptop?

I think you mean that you can't insert the CD on your laptop. Normal laptop CD-ROM or DVD-ROM drives have a spindle in the middle, and you can put the driver disk on there. But if you have no drive at all, you have a problem. You could ask the supplier to copy the drivers to somewhere for you to download, or to give you a link. You could ask a friend with a CD drive to read the files onto a USB drive. I have read that this is basically a clone of an EasyCap Video adapter, which looks very similar to this device. Those drivers are quite easy to find online. The hardware IDs of the device, which you can get from the properties in the Windows Device Manager, are "USB\VID_1B71&PID_3002&REV_0100". You can use that string in a Google search for drivers for the device, or look for EasyCap Video drivers. I found a link in the VideoHelp forum at https://forum.videohelp.com/threads/338725-EasyCap-Video-Adapter-Driver-for-Windows-7-64-bit-no-spam which I guess would be OK. I can't load other drivers without removing my current ones, so I can't easily help you much more.

Can i connect this to an android device to view VHS footage?

Thanks for your question.
The product can only be connected to video source devices that support RCA/S-V interface to output NTSC/PAL format, and USB needs to be connected to a computer (WIN/MAX) with software for recording; other systems are not supported for the time being.
