Can you replace the coils if they ever fail?

Yes, you may buy them separately and replace.

Does it use the 1500 watts if one burner is on?

The burners are different wattages. I used the lower one only (perhaps 650 watts) for my candle making hobby. I cannot recommend this product. My usage was moderate and not that often. However the item died in less than two months. Buy something better.

will the temperatures go high enough to boil water?

Yes make sure you have a top to cover the pot for faster boiling
