why is it cheaper then the Kleine Wolke?

There's a significant difference in how they're put together and how they attach to the ceiling (you may have to zoom into the picture to see the difference clearly). This one has everything in one package, the Kleine Wolke one is a two piece set. This one has holds on either end and the roller blind fits in between them. The Kleine Wolke one has a cartridge that stretches the entire length and the roller blind rolls up completely into that cartridge.

Is this mold and mildew resident?

I asked the manufacturer for an answer. Their response was: "The shower roller blinds are not treated with any substance preventing mold or the like. However, if treated with care, i.e. removing soap properly and dry it off, the material of the shower roller blind is not likely to grow mold." In practice, we've never heard of any customers experiencing mold/mildew problems with these.

can i cut the cartridge also?

No (or at least that's not manufacturer recommended/supported).
