Hello. Yes. 400mm is the diameter measured from the outside edge to the opposite outside edge. The circular tube fits the existing clips on the ceiling installation, and the small 4 pins fit the old sockets very well.

Q: How do I go about returning the item as you have sent me the wrong one ,think its the 210mm tube you have sent not the 400mm i ordered

go to your order review page on amazon, and select returns, giving a reason. Retain all the original packing if possible to return it in. There will be a returns label to print out and it maybe that you receive an instant refund. Then of course you can reorder. Return Postage should be free if you have amazon Prime. It maybe free without Prime.

I think that the Triphos LP9664 400mm T9, is very similar to the Sylvania 129. It has the same 4pin connection on the inner surface of the tube, and the size is very similar. 400mm converts to 15.748 inches, so it is possible that the diameter is a fraction smaller than the 16 inch Sylvania. The Triphos will probably fit into the same clips. I replaced a very old circular tube with this, but I cannot remember which make it was.
