Q: Will this hold half gallon jars?

No. It only takes 1quart or smaller canning jars.

Q: can it be used on a electric stove?

Yes, it can be used on an electric stove. I do have some reservations about the design, however. The steam flow may have some flaws, so I recommend steaming for longer periods of time to properly sterilize. Note, steam is no more effective in killing germs than boiling water, so you need to use a high acidic canning. Which means it's not recommended to do things like vegetables or fruit that do not use an acidic brine. Those require a pressure canning process to be able to raise the temperature above boiling too kill bacteria and allow for safe canning. Pickles, acidic fruits and other acidic food OK, you put a bit of lemon juice on top just before canning. Non-acidic veggies can allow bacteria to breed unless pressure canned at higher heat.
