Q: Hi, do these bags have a 'hard' side to keep them rigid against the pannier frames?

Yes they do, but I made a mounting plate from plastic for mine to make the fit better.

Q: are they fully 100% waterproof?

Hi, I have these and use them. They are not externally waterproof but DO have an internal waterproof lining bag that your stuff goes in to. All contents do remain COMPLETELY dry rest assured I have toured in some appalling rain. The outer though will get wet...not sodden by any means, but wet and dirt also clings a bit... I feel they are very good quality and well worth it for the money and do the job nicely. I continue to use mine and were a perfect first choice, but admittedly am saving for a Moskomoto set which are fully externally waterproof but v expensive. I hope this helps you with a decision.
