They've framed the Straw Hats for the attempted murder of Mayor Iceberg, causing the whole city to turn on them. This puts Luffy into some fights against people who want him dead and are going all out, but he cant fight back because theyre innocent. This puts a fresh dynamic on the fights.This vol was just full of twists and turns. I love how each character evolves beautifully in their own way that isn't superficial.
