Could be! I wound up returning them because it wasn't what I was looking for while hiking but for the beach or a float trip it's an expensive option. Think heavy duty Ziploc bag with a waist strap. It's that thick polyurethane material but a very simple Ziploc bag type design

I’m not sure if it would be perfect for surfing. It has three ziplock layers and folds secure with Velcro. So it would depend on your diligence to make the seal work. The strap would be good for around your waist or sling over a shoulder.

Truly waterproof

Works great!! I used this recently for a mudrun and everything was clean and dry afterwards. Be mindful this is not plus size friendly as the strap extender is limited. Overall very pleased with this purchase.
