Hi, this is a five gallon carboy carrier as described in the listing.

Will this work with a 7 gal plastic wide mouth carboy?

It works for my 2 6 gallon carboys, which are both glass and a little different diameters, and has some wiggle room, but without knowing the diameter of your 7 gallon carboy, I can't fully answer your question.

Is this too loose to safely transport/lift a 3-gallon glass carboy (9-inch diameter by 16-inch height)?

The one I purchased fits my carboy which is 9” diameter by 16” tall. There is a belt that runs horizontally around the circumference, through loops in the vertical straps, which can be sinched up to fit snug. If there was one feature I would change, it would be to have slightly longer straps for carrying. When the air lock is in the straps seem short but with a vented bung it carries very well.
