Is this safe for diesel fuel delivery?

They are for Water, Oil and Gas so yes, they can be used for Diesel.

Can i use this for chlorine swimming pool with my 2hp pump

Well yes....., But the chlorine will react with the brass over time if the ppm is high. The simplest avenue is to use a pvc valve rated for pools. With variables as ppm, Ph, and water dissolved contents a simple answer is not at hand. What was the valve you are changing out made of and why are you changing it?
