Does the vent have to be open in order for the water to dispense, or is it designed to be used with the vendor closed?

It works both ways but doesn't leak when u have the vent open on the water can. You get more flow when vent is open.

All the pictures show it attached to a mwc but description says will work on a scepter. where does it attach to the specter, the vent?

It attaches to the larger of the 2 screw caps. One is the vent and the other one is to pour out the water. See pictures. The LC are the same as Scepters.

Are these scepter or nrs? picture and part # are scepter. elsewhere sounds like nrs.

It’s a Scepter part. Same part number as pictured. Only difference is year manufactured is 2020

Is this dishwasher safe?

I would say no. Mine broke at the silicon glued end. I had to recut tubbing and reglue. I would say hand wash only.

Excellent quality. I have one that I've used for more than 6 years and it is still like new. 2 is 1, so I got a spare. Pricier than I would like but all my Scepter military grade water and fuel cans and related spouts etc. are extremely well made. Cry once.
