Does the odor neutralizer release a scented or perfumed smell, or any other odor, or is it completely odorless?

A mild scent. Very pleasant. Stronger at first but fades with every use of the vacuum. I’ve been using mine for 3 months and scent is completely gone.

Is it possible to remove the active element that releases the perfume/scent from the odor neutralizing cartridge, for an unscented experience?

Read your user's manual for instructions on running the vacuum without the neutralizing cartridge.

Are filters washable or do they need to be replaced?

Washable and come clean very nicely all around an awesome vac
