i want to scrapbook his birth till hes 18 years old n give it to him are this stickers good for that ?

These stickers are great for any occasion and would be suitable for this scrapbooking activity. However for this project we reccomend this stickerbook: https://www.amazon.com/dp/B07H9V6LND?ref=myi_title_dp as it has a much larger selection.

Are these repositionable? Looking for something kids can use to decorate a laptop that won't leave residue if removed.

Not really, they are like normal stickers.

Is this too old for a very mature 2 year old?

They are stickers. I gave them to a 5 year old and she was thrilled, but if you dont want them getting stuck where they dont belong you might think twice for a two year old.
