Yes it is. It slides out from the side.

Q: what are the actual dimensions of this item

4 and half inche by 3 and s half, opens to 8.5.

Q: What is the actual size of the wallet? spec says 5.4 x 4.4 this is large, but I see a couple of complains about small size.

I have had several of these and like them very much. I carry about 6 cards, a little cash and a little paperwork - nothing too bulky - and it works great for me.

Yes it's a standard size bi-fold wallet with a center "sleeve" for a driver's license or ID. I have had 4 of these and prefer them over any I have had. Tri-folds are too thick, but these work very well.
