Q: when laid out flat, can you tell me the length & width in inches please ?

Laid out flat it's 28 1/2 inches long & 14 1/4 inches wide

Q: Would this be a good bag to tote/store files & rasps--protective enough?

I use one to store tools and another to store combination wrenches. The wrap that I use to store my files is significantly less robust than the Arsenal. I think the answer to your question is yes.

This is a larger, heavier tool roll that's probably more for mechanics tools - what I use it for. It's not really "plush". Hope this helps.

Q: Will this accommodate a couple 8-count sets of deep offset wrenches if they were positioned on their sides?

I wouldn't recommend it. The pockets are meant for flat wrenches. Storing offsets on their side could easily weaken the material and prevent this from rolling up as tight as it should.
